Can someone tell me what the City/County Policy is for children under the age of 16 operating golf carts on the streets of Richmond Hill or outlying subdivisions?

Looks like under 16 or those without a drivers license can't operate them.

Because irresponsible parents are letting their children drive these carts without supervision so now they are going to make it legal.
